New York State Office Of Cannabis Management Publishes Three-year Implementation Study Report

October 3, 2024

Today, the New York State Office of Cannabis Management (OCM) announced the official publication of the Marihuana Regulation and Taxation Act (MRTA) Implementation Report

Highlighting three years of progress in establishing one of the nation’s most comprehensive legal frameworks for the adult-use cannabis, medical cannabis, and cannabinoid hemp industries.

The report details the successful efforts to realize the intent of the MRTA—to promote equity and expand opportunities for communities disproportionately impacted by cannabis prohibition, foster a thriving and growing cannabis market and the economic opportunities it brings, protect and promote public health and safety, enforce cannabis laws and regulations, and protect the environment. It also provides recommendations for continued development and growth across the state’s cannabis landscape.

“As stewards of Cannabis Law and its promise, OCM takes its responsibility to New Yorkers seriously, said Felicia A. B. Reid, Acting Executive Director of The New York State Office of Cannabis Management. “Within the Implementation Report you will see that the agency is focused on adaptation—building staffing across all divisions as the dynamic needs of New York’s legal cannabis market shift and change.”

“Since day one our focus has always been on creating a fair and inclusive cannabis industry that repairs and restores the harms of the past while building opportunities for the future,” said Tremaine Wright, Chairperson of the New York State Cannabis Control Board. “This Implementation Report reflects our commitment to equity and transparency, and I’m proud of the progress we’ve made over the past three years to lay a strong foundation for New York’s cannabis market.”
