Harlem’s Rep. Espaillat Statement on the Capture of César Emilio Peralta, aka César el Abusador

Uptown Congressmember Adriano Espaillat issued the following statement on the capture in Colombia of César Emilio Peralta, alias César el Abusador.

He was wanted for his alleged participation in drug trafficking between 2007 and 2017 in the countries of the Dominican Republic, Venezuela, Colombia and the United States and Puerto Rico.

“I congratulate U.S., Colombian and Dominican authorities, especially the Colombian Police, the Latin American and Caribbean Community of Police Intelligence (CLACIP), Interpol, DEA and the FBI, for the investigation, intelligence operation, persecution and capture in Colombia of César Emilio Peralta, alias César el Abusador, suspected leader of a drug trafficking network that operated in the Dominican Republic with links in Panama and several countries in Central America to traffic drugs to the United States,” said Congressmember Adriano Espaillat (NY-13). “We hope that the alleged narco cooperates with the authorities, so that all the people involved – both his accomplices and those who gave him protection – are arrested and brought to justice.

“The growing threat of illicit drug trafficking such as opioids, cocaine and heroin, and violence in the Caribbean, pose a threat to both Caribbean nations and the United States. One of the priorities of my legislative agenda is to increase funds for security cooperation with the nations of the Caribbean, through the Caribbean Basin Security Initiative (CBSI), in order to combat illicit drug trafficking, corruption, crime and prevent the escalation of violence. This year, the House of Representatives adopted the amendment that I submitted for that purpose and achieved an increase of $ 2 million for the CBSI fund, with the support of the leadership of the House Foreign Affairs Committee. Our goal is to bring the CBSI fund from the $58 million it currently has, to about $100 million. I am currently working on legislation to accomplish this needed goal. The nations affected by the scourge of drug trafficking must have the necessary financing and tools to fight drug trafficking, and our main interest is to collaborate with this purpose,” concluded Espaillat.

El congresista Adriano Espaillat (NY-13) emitió la siguiente declaración sobre la captura en Colombia de César Emilio Peralta, alías César el Abusador, buscado por su presunta participación en el tráfico de drogas entre 2007 y 2017 en los países de República Dominicana, Venezuela, Colombia y los Estados Unidos y Puerto Rico.

“Deseo felicitar, muy calurosamente, a las autoridades estadounidenses, colombianas y dominicanas, especialmente a la Policía Colombiana, a la Comunidad Latinoamericana y del Caribe de Inteligencia Policial (CLACIP), a la Interpol, la DEA y el FBI, por la investigación, operación de inteligencia, persecución y captura en Colombia de César Emilio Peralta, alías César el Abusador, sospechoso de encabezar una red de narcotráfico que operaba en República Dominicana con vínculos en Panamá y varios países de Centroamérica para traficar drogas hacia los Estados Unidos”, dijo el congresista Adriano Espaillat. “Esperamos que el presunto narco coopere con las autoridades, para que todas las personas involucradas -tanto sus cómplices como los que le dieron protección-, sean arrestadas y sometidas a la justicia.

“La creciente amenaza del tráfico ilícito de drogas como los opioides, la cocaína y la heroína, y la violencia en el Caribe, representan una amenaza tanto para las naciones caribeñas como para los Estados Unidos. Una de las prioridades de mi agenda legislativa es aumentar los fondos para la cooperación en materia de seguridad con las naciones del Caribe, a través de la Iniciativa de Seguridad de la Cuenca del Caribe (CBSI), a fin de combatir el tráfico ilícito de drogas, la corrupción, el crimen y prevenir la escalada de violencia. Este año, la Cámara de Representantes adoptó la enmienda que presenté con dicho fin, y logré un aumento de $2 millones para el fondo de la CBSI, con el apoyo del liderazgo del Comité de Asuntos Exteriores de la Cámara. Nuestra meta es llevar el fondo de la CBSI, de los $58 millones que tiene en la actualidad, a unos $100 millones, y en estos momentos estoy trabajando en una legislación para alcanzar esta meta. Las naciones afectadas por el flagelo del narcotráfico deben tener el financiamiento y las herramientas necesarios para luchar contra el narcotráfico, y nuestro mayor interés es colaborar con este propósito”, agregó Espaillat.
