Harlem Rep Espaillat Statement Requesting The Extradition Of Cesar Peralta-Adamez aka “César El Abusador”

Today, Representative Adriano Espaillat released the following statement on his recent request to have the César Peralta-Adamez, aka “César El Abusador,” extradited to the United States to face criminal charges:

“Thanks to the efforts of dedicated law enforcement officials in Colombia and the United States, authorities in Colombia arrested the notorious Caribbean drug kingpin Cesar Peralta-Adamez, who is commonly known ‘César El Abusador,’ in early December 2019,” said Rep. Espaillat (NY-13). “El Abusador operated a vast criminal network that not only trafficked tons of heroin and cocaine through the Caribbean and into the United States over the last decade, but also coordinated countless acts of violence and corruption across Latin America. For years, in communities across the eastern seaboard, including in the district I represent, heroin and cocaine trafficked by El Abusador and his cronies have ripped apart families and taken innocent lives.

“Several weeks ago, I formally asked Ambassador Francisco Santos Calderon for the Colombian government’s assistance in my effort to promptly extradite El Abusador to the United States, so that the families who have lost loved ones due to his illicit activities can finally receive justice. I was delighted by the ambassador’s earnest commitment to lending his assistance in this matter, and I remain committed to working with authorities in both Colombia and the United States to ensure that El Abusador is not simply brought to justice but held accountable on American soil.

“Though the degree of his criminality is unmatched in the Caribbean, El Abusador is merely the face of a criminal underbelly in the region that the United States has largely overlooked in recent years. As law enforcement cracks down on narcotics trafficking through Mexico, cartels will turn to the Caribbean as an alternative route to move drugs into the United States. Congress and the Executive Branch must proactively augment the United States’ approach to security and law enforcement in the Caribbean to mitigate this threat. Programs like the Caribbean Basin Security Initiative (CBSI) have proven to be viable solutions in combating illicit activity throughout the islands. I will continue to work with my colleagues in Congress to ensure that programs like these are expanded and enhanced in the near future.”

Last year, Rep. Espaillat successfully secured a $2 million increase in funding for the CBSI to fight illicit drug trafficking and prevent escalating violence in the region. Now totaling $60 million in appropriated funding, CBSI programs will help keep youth from getting caught up in the drug trade, help improve and support judicial systems and combat corruption, as well as be used to strengthen resiliency given the increase of natural disasters throughout the region.

Hoy, el congresista Adriano Espaillat (NY-13) emitió la siguiente declaración sobre su reciente solicitud de que César Emilio Peralta Adámez, también conocido como “César el Abusador”, sea extraditado a los Estados Unidos para enfrentar cargos criminales:

“Gracias a los esfuerzos de los funcionarios encargados de hacer cumplir la ley en Colombia y los Estados Unidos, las autoridades en Colombia arrestaron al infame narcotraficante caribeño César Emilio Peralta Adámez, conocido como ‘César el Abusador’, a principios de diciembre de 2019”, dijo el Rep. Espaillat (NY-13). “El Abusador operaba una vasta red criminal que no solo traficaba toneladas de heroína y cocaína a través del Caribe y hacia los Estados Unidos durante la última década, sino que también coordinaba innumerables actos de violencia y corrupción en América Latina. Durante años, en comunidades a lo largo de la costa este, incluso en el distrito que represento, la heroína y la cocaína traficada por El Abusador y sus compinches han destrozado familias y han provocado la pérdida de vidas inocentes.

“Hace varias semanas, solicité formalmente al embajador Francisco Santos Calderón la ayuda del gobierno colombiano en mi esfuerzo por extraditar prontamente a El Abusador a los Estados Unidos, para que las familias que han perdido seres queridos debido a sus actividades ilícitas finalmente puedan recibir justicia. Me agradó el compromiso sincero del embajador de prestar su asistencia en este asunto, y sigo comprometido en trabajar con las autoridades de Colombia y Estados Unidos para garantizar que El Abusador no solo sea llevado ante la justicia sino que rinda cuentas en suelo estadounidense.

“Aunque el grado de su criminalidad no tiene parangón en el Caribe, El Abusador es simplemente la cara de una parte delictiva en la región que Estados Unidos ha pasado por alto en los últimos años. A medida que las fuerzas del orden adopten medidas enérgicas contra el narcotráfico en México, los carteles recurrirán al Caribe como una ruta alternativa para trasladar las drogas a los Estados Unidos. El Congreso y el Poder Ejecutivo deben aumentar de manera proactiva el enfoque de los Estados Unidos sobre la seguridad y la aplicación de la ley en el Caribe para mitigar esta amenaza. Programas como la Iniciativa de Seguridad de la Cuenca del Caribe (CBSI) han demostrado ser soluciones viables para combatir la actividad ilícita en todas las islas. El año pasado, el Rep. Espaillat logró con éxito un aumento de $2 millones en fondos para que el CBSI combata el tráfico ilícito de drogas y evite la escalada de violencia en la región. Ahora con un total de $60 millones en fondos asignados, los programas de CBSI ayudarán a evitar que los jóvenes se vean atrapados en el tráfico de drogas, ayudarán a mejorar y apoyar los sistemas judiciales y combatir la corrupción, además de ser utilizados para fortalecer la resiliencia dado el aumento de los desastres naturales en toda la región.
