Harlem Rep. Adrian Espaillat And Others Call On Senate To Pass Heroes Act Without Delay

Today, Rep. Adriano Espaillat (NY-13) joined Caucus Chairman Hakeem Jeffries (NY-08), Representatives Brendan Boyle (PA-02), Bonnie Watson Coleman (NJ-12) and Mary Gay Scanlon (PA-05) during a call with regional reporters today urging the Senate to take up the Heroes Act, which the House passed last week.

The Heroes Act supports health care workers, police, fire, transportation, EMS, teachers, and other vital workers by making sure state, local, territorial and tribal governments have the funds they need to pay these workers. If the Senate refuses to act, these workers could be at risk of losing their jobs.

But, Republican Senate Majority Leader Mitch McConnell – who blocked such aid in the last aid package – recently said he believes states should be forced to file bankruptcy instead, potentially putting the paychecks of frontline public service workers at risk.

The Heroes Act also includes additional direct payments of up to $6,000 for families who are struggling, invests in the testing needed to reopen our economy safely, and more. A summary of the Heroes Act is available here.

“Our communities, workers and families urgently need more relief to weather the coronavirus crisis,” said Rep. Espaillat. “Many of our frontline heroes are even at risk of losing their jobs as they risk their lives to care for us. We urge the Senate to join our efforts by passing the Heroes Act to protect families around the nation and ensure all our frontline heroes have the support they need to continue to save lives and keep our communities safe and healthy.”

“With more than 90,000 Americans dead and upwards of 36 million unemployed, there is great suffering throughout this nation,” said House Democratic Caucus Chairman Hakeem Jeffries. “It’s time for Missing-in-Action Mitch to pass the Heroes Act and provide assistance to state and local governments to keep our first responders and other essential workers employed. We must act with the fierce urgency of now.”

“Congress must lead and cannot hesitate to act when so many families in our communities are struggling,” said Rep. Boyle. “This legislation will provide immediate relief through additional direct payments. State and local governments get a life preserver here too, including an estimated $4-billion dollars for Philadelphia. We in Congress have a responsibility to do what is necessary now to protect the health and well-being of all, especially those who are on the front lines of this crisis.”

“Democrats, from the time that Speaker Pelosi took the gavel, have committed themselves to fight for American workers and families. That’s what the Heroes Act is all about – preserving the backbone of our country. It’s about making sure our firefighters and police officers, our transportation and transit workers our teachers, and many more continue to get paid.

“Over the past few weeks, we’ve heard from thousands of families, small businesses, health care workers, and local governments as they battle the coronavirus and work together to support our communities.

The Heroes Act is a response to the continuing needs of front-line workers and the American people as we deal with this unprecedented crisis,” said Rep. Scanlon. “We want to ensure that our communities have the resources they need to combat this virus, save lives, and provide much-needed relief to families, workers, and small businesses.”

The Heroes Act:

• Commits another $75 billion for the testing, tracing and treatment we need in order to have a science-based path to safely reopen our country and helping ensure that every American can access free coronavirus treatment.
• Provides strong support for our heroes with nearly $1 trillion for state, local, territorial and tribal governments on the frontlines who desperately need funds to pay the health care workers, police, fire, transportation, EMS, teachers and other vital workers who keep us safe and are in danger of losing their jobs.  The Heroes Act will also establish a $200 billion Heroes’ fund to ensure that essential workers receive hazard pay.
• Puts money in the pockets of workers with a second round of direct payments to families up to $6,000 per household, new payroll protection measures to keep 60 million workers connected with their jobs and extending weekly $600 federal unemployment payments through next January.
• Supports small businesses by strengthening the Payroll Protection Program to ensure that it reaches underserved communities, nonprofits of all sizes and types and responds flexibly to small businesses by providing $10 billion for Covid-19 emergency grants through the Economic Injury Disaster Loan program.
• Ensures further support for Americans, including for:
  • health security – with COBRA subsidies and a special enrollment period in the ACA exchanges for those without insurance
  • workplace security – requiring OSHA to ensure that all workplaces develop science-based infection control plans and preventing employers from retaliating against workers who report problems.
  • housing security – with $175 billion in new supports to assist renters and homeowners make monthly rent, mortgage and utility payments and other housing-related costs.
  • food security – with a 15 percent increase to the maximum SNAP benefit and additional funding for nutrition programs that help families put food on the table.
• Protects the life of our democracy with new resources to ensure safe elections, an accurate Census, and preserve the Postal Service.

The Heroes Act follows the Paycheck Protection Program and Health Care Enhancement Act enacted on April 24; the Coronavirus Aid, Relief, and Economic Security (CARES) Act, enacted on March 27; the Families First Coronavirus Response Act, enacted on March 18; and the Coronavirus Preparedness and Response Supplemental Appropriations Act enacted on March 6.

LA LEY HÉROES:
