CHC Chairman-Elect Harlem Rep. Espaillat Announces Monica Garay To Serve As CHC Executive Director

Today, Representative Adriano Espaillat, Chairman-elect of the Congressional Hispanic Caucus (CHC) announced the selection of Monica Garay to serve as CHC Executive Director for the 119th Congress.

Her leadership and expertise have been pivotal in advancing priorities directly impacting and uplifting Latino communities nationwide and she will be a valuable asset to the CHC during this next Congress.”

“… a key leader on immigration policy …”

As the Legislative Director for Congressman Espaillat, Monica led a federal portfolio addressing critical issues, including transportation equity and securing the historic Second Avenue Subway Phase 2 project, marking the largest Capital Investment Grant in the Department of Transportation’s history. Additionally, Monica has been a key leader on immigration policy, working closely with the Biden-Harris administration on executive orders and rulemaking, including permanent work permit extensions, while advancing broader immigration priorities to uplift immigrant communities. She ushered 60 social equity projects through Community Project Funding, generating over $60 million for initiatives ranging from public safety and senior protections to education and infrastructure improvements, and her deep knowledge of the appropriations process has made her a recognized expert in advancing funding priorities that benefit marginalized and traditionally underserved communities. 

During the 118th Congress, Monica successfully led the Rucker Park National Commemorative Site Act, championing youth mentorship and scholarship through sports, which successfully passed in the House and the Senate and will soon head to President Biden’s desk to be signed into law.  Monica has spearheaded the CHC artificial intelligence round table series and is currently working with stakeholders and bipartisan colleagues to advance the Roberto Clemente commemorative coin act, and the construction of the National Museum of the American Latino on the National Mall. 

Monica’s proven track record, strategic vision, and commitment to public service make her the ideal leader for the CHC as we enter the 119th Congress.

Representative Espaillat is the first Dominican American to serve in the U.S. House of Representatives and his congressional district includes Harlem, East Harlem, West Harlem, Hamilton Heights, Washington Heights, Inwood, Marble Hill and the north-west Bronx. First elected to Congress in 2016, Representative Espaillat is serving his fourth term in Congress. Representative Espaillat currently serves as a member of the influential U.S. House Committee on Appropriations responsible for funding the federal government’s vital activities and serves as Ranking Member of the Legislative Branch Subcommittee of the committee during the 118th Congress. He is also a member of the House Budget Committee and the Congressional Hispanic Caucus (CHC), where he serves in a leadership role as the Deputy Chair as well as Chair of the Congressional Hispanic Caucus Institute (CHCI).
