The City Council will hold a public hearing on the Department of City Planning’s City of Yes Housing Opportunity (COYHO) zoning proposal.
The public hearing is on Tuesday, October 22, 2024.

The proposal recommends comprehensive citywide zoning changes that are meant to alleviate the pressure felt by high-density neighborhoods and incentivize new residential development in medium and low-density districts.
CIVITAS is in general support of the City of Yes Housing Opportunity proposal, noting key points in the zoning proposal that need further discussion or modification.
R8B: Protect light, air, and green space. Such protection ensures the continuation of neighborhood quality of life in mid-block contextual zoning districts – in particular the R8B district.
Affordable Housing: Expand off-site affordable housing within our community districts. Provide an incentive to create additional off-site affordable housing that would help maintain access to such housing in our neighborhoods.
Rental Housing: Facilitate new rental housing development. Rental housing without tax incentives is too expensive to build in NYC. The COYHO universal housing provisions should work seamlessly with a tax abatement program to reduce the cost of rental construction.
