Today, Mayor Eric Adams signed an Executive Order ending the “90-Day Rule,” a Giuliani-Era homeless policy that forced homeless New Yorkers to stay in shelters.
The homeless from Harlem to Hollis would have to stay in shelters for three months before they could even apply for a housing voucher.
In response to today’s action, Christine C. Quinn, President & CEO of Win, the largest provider of shelter and supportive services for homeless families with children in New York City and the nation and a leading advocate for repealing the 90-Day Rule, released the following statement:
“From the beginning, the 90-Day Rule has been illogical and cruel. This rule was intended to punish homeless New Yorkers and its only impact was keeping them in shelters for months longer than they needed to be — costing the City millions of dollars in the process. I applaud Mayor Adams for finally ending this unjust and unjustifiable policy, saving taxpayer money, increasing shelter capacity, and most importantly giving thousands of New Yorkers the power to put a permanent roof over their heads.
“But as the city continues to face its worst homeless crisis since the Great Depression, more must be done. Last month, I was proud to work with the City Council on a historic package of bills that would make CityFHEPS housing vouchers more accessible and even more powerful. If we truly want to break the cycle of homelessness in New York, Mayor Adams must immediately sign these bills into law. Homeless families deserve nothing less.”

Win is the largest provider of family shelter and supportive housing in the nation, operating 14 family shelters and 9 supportive housing facilities across New York City as well as more than 100 supportive housing units in the Bronx and Brooklyn. In the past year, Win served nearly 9,200 homeless people – including more than 5,000 children – helping them to break the cycle of homelessness. Housing instability can stymie a child’s healthy socio-emotional and cognitive development, with implications for mental health, behavioral health, and success in life. Through Camp Win, an immersive summer-long program, and other programming, Win works to provide a safe, engaging environment for children in shelter.
